Many schools only accept people with a high school diploma
For many years now, intermediate schools and colleges have been recruiting and training students (students) graduating from middle school to study at the intermediate level (9+). However, students with an intermediate degree and a certificate of completion of cultural subjects will not be able to take the high school graduation exam to get a high school diploma because they only study 4 subjects. Students who want a high school diploma must register for a continuing education program consisting of 7 subjects and register to take the high school graduation exam.
In the Regulations on university and college admission in the field of preschool education of the Ministry of Education and Training in 2022, people who have an intermediate vocational diploma in the same major group can apply and have completed the required amount of knowledge. High school level culture according to regulations, subject to admission. Similarly, in the Prime Minister’s Decision in 2017 regulating the transfer between intermediate level, college level and university level, this is also the subject who can apply for both formal and work-study forms.
The regulations are specific and clear, but in reality, some universities accept them, some do not. For example, in the admission project of the Universities of Finance – Marketing, Ton Duc Thang, Social Sciences and Humanities in Ho Chi Minh City, there is university admission for students graduating from intermediate school. But at schools such as Technical Education, Ho Chi Minh City Industry, Ho Chi Minh City Industry and Trade, Ho Chi Minh City Agriculture and Forestry, Economics – Law, Can Tho… only consider university admission for candidates who graduated from high school and Only recruiting college graduates, not accepting intermediate level 9+.
Master Phan Thi Le Thu, Vice Principal of Vien Dong College (HCMC), commented: “Currently, admission to university still has many limitations for intermediate students of the 9+ system because many schools require candidates to graduating from high school. This is also a barrier that makes it difficult to attract post-secondary students to secondary school as the goal of streamlining work.”
The training program is not compatible and difficult to convert
Dr. Thai Doan Thanh, Vice Principal of Ho Chi Minh City University of Industry and Trade, said the school does not enroll students from intermediate level because the number of registrations is not much. In addition, the intermediate and college training programs under the Ministry of Labor, Invalids and Social Affairs have many differences compared to university training programs, so converting credits is quite complicated. Students even have to start over from the beginning because they cannot convert.
Sharing the same opinion, Master Nguyen Hua Duy Khang, Deputy Head of Training Department at Can Tho University, also said that because the curriculum between the two systems is not compatible with each other, it is very difficult to consider exemption for equivalent courses. “In addition, if the entry requirement is that candidates have a high school diploma, then it will be easier for them to study at university due to their better knowledge base in cultural subjects,” said Master Khang.
The head of the training department at a university in Ho Chi Minh City frankly explained that because he is afraid that students do not have enough capacity to study at university, the school does not consider this subject. “Most students who graduate from middle school enter intermediate school because they do not study well in cultural subjects, so they do not pass public 10th grade. When entering vocational schools, they only have to study 4 subjects, most of the 4 subjects are taught by vocational schools themselves. created, so we are a bit worried,” the head of the training department commented.
In addition, this person also said that the majority of vocational programs are about practical training, with subject names, content and content that are not compatible with university training programs, so if they transfer, it will be difficult to convert. credits, students will have to start over from the beginning, so the transfer time is not 2 – 2.5 years but can be up to 3.5 – 4 years.
Many students register to study 7 cultural subjects in the continuing education program to take the high school diploma exam, making it more convenient for university transfer.
Proactively link and build compatible programs
To create conditions for students to transfer, vocational schools must orient students from the beginning about which universities they will transfer to when they graduate. This is the solution that Master Phan Thi Le Thu proposed. “Vocational schools must work with a number of universities, ensure recruitment resources and rebuild the program to be compatible, the names of the subjects must be the same, the number of credits must meet the requirements. Especially cultural training Vocational schools must also ensure quality so that students have the capacity to study at university level,” Master Thu shared.
Associate Professor Dr. Bui Quang Hung, Deputy Director of Ho Chi Minh City University of Economics, said that the school accepts intermediate students of the 9+ system to study at the same time studying and working. This object accounts for 50% each year.
