Vien Dong College Receives Certificate of Merit from the Ministry of Education and Training for Outstanding Achievements in Supporting Student Startups (2017–2025)

At 3:00 PM on April 4, 2025, Vien Dong College, Devis Joint Stock Company, and the Viet-Duc Center for Foreign Languages and Study Abroad officially signed a cooperation agreement in the fields of training, exam organization, and the issuance of German language proficiency certificates (Telc) at Vien Dong College.
The signing ceremony was attended by Mr. Le Thang Loi – Deputy Director in charge of the Southern Center for Educational and Training Development (representative of Office No. 2 of the Ministry of Education and Training), leaders from the Ho Chi Minh City Department of Education and Training, invited representatives from universities, colleges, and study abroad consultancy companies in Ho Chi Minh City, along with representatives of the three signing parties:
– Mr. Nguyen Dac Hoan – Director of Devis Joint Stock Company
– Mr. Tran Thanh Hai – Rector of Vien Dong College, Chairman of the Founding Council of the Viet-Duc Foreign Language and Study Abroad Center
– Ms. Phan Thi Le Thu – Standing Vice Rector of Vien Dong College
This event marks an important milestone in enhancing the quality of German language training in Vietnam and creating favorable conditions for learners who wish to study, obtain certification, or work in the Federal Republic of Germany.
It is also part of a four-party cooperation project signed on May 22, 2024, in Leipzig, Germany, between the Avestos Group (Germany), the Ho Chi Minh City Department of Labor, War Invalids, and Social Affairs, Devis Joint Stock Company, and Vien Dong College.
The cooperating parties include:
– Devis Joint Stock Company: Authorized by the Ministry of Education and Training under Decision No. 391/QD-BGDDT dated February 17, 2025, to cooperate in organizing Telc German language exams and issuing certificates.
– Vien Dong College: Authorized by the Directorate of Vocational Education and Training to implement an international collaborative training program in Nursing under the 2+2 model with the Knappschaft Hospital Group (Germany) (Decision No. 1193/GCNDKHĐLK-TCGDNN, dated May 27, 2020).
– Viet-Duc Center for Foreign Languages and Study Abroad: One of only two institutions in Ho Chi Minh City licensed by the Department of Education and Training to provide German language education (Decision No. 430/QD-SGDDT, dated February 20, 2024), with native-speaking instructors teaching directly.
– Avestos Group (Germany): A bridge between Vietnam and German enterprises, authorized by the German government to organize Telc German language exams in Germany and associated partner countries. Telc is one of the four officially recognized German language certificates by the German government and is a prerequisite for Vietnamese students to study, work, and settle in Germany. Avestos is also a leading institution in vocational skill assessment for Vietnamese students who have completed vocational training and wish to work in Germany.

– Provides a structured German language training program that meets European standards, closely linking study with employment opportunities in Germany for graduates from Vietnamese colleges in general, and from Vien Dong College in particular, who seek work in Germany through qualification recognition.
– Enables students to study, take exams, and receive the Telc certificate right in Ho Chi Minh City (at Vien Dong College), increasing their opportunities for skilled employment in Germany.
– Expands opportunities for study abroad consultancies and labor export organizations by ensuring that language training outcomes meet international standards.
– Offers training in a professional environment with a team of highly qualified instructors, ensuring students have a strong language foundation and recognized certifications to study and work in Germany—particularly in the nursing sector, which has been officially recognized by the German government.
This collaboration affirms Vien Dong College’s position in high-quality vocational education and opens up numerous development opportunities for students, businesses, and educational partners.
